    Delegate Williams and Skaff move to amend the amendment on page 45, section 4, line 6, by striking out the period, inserting a colon and the following:

     “Provided, That persons owning a commercial establishment which utilizes an above ground storage tank for public sale of gasoline, diesel fuel, gasoline, heating oil or kerosine, if the tank has an adequate secondary containment system, or the tank is double walled, shall not be subject to a registration fee.”
